Under Ireland’s Open Data Initiative and as set out in Ireland’s Open Data Strategy 2017-2022, public bodies are to identify and publish appropriate datasets as open data.
The initiative aims to create an environment where, by opening up government data, new opportunities for research, innovation, transparency, engagement and greater efficiency are delivered and realised by all.

As part of this initiative, the Department of Public Expenditure and Reform (DPER) commissioned UrbanTide to provide Open Data Training for public bodies in Ireland. Providing access to an array of training courses giving participants a 360-degree view of the open data ecosystem. Course topics include; general overview of open data, anonymisation of data, linked data, data analytics and visualisation techniques.


Our training works! 68% of attendees took at least 'one positive open data action' within 3 months of our training. 

Based on a survey of 317 attendees.


Each of the training types can be delivered at the following different levels:

Broad Training delivered to larger groups with participants from a range of grades and organisations

User Group Training designed for medium-sized groups with hands-on training for people who will be preparing
and publishing data classified as open data

“Train the Trainer” Training designed for smaller groups of personnel who will be providing assistance to their
colleagues working to prepare and publish data classified as open data

Upcoming Open Data Training for public bodies in Ireland

General Overview of Open Data - Broad Training

Designed for larger groups with little or no knowledge of open data. The core purpose is to develop knowledge and understanding of what open data is and what it means for the citizen and the public sector. It is ideal if you are just discovering open data:

Data Publication & Technical Framework - User Group Training

This interactive, hands-on session is developed for those who would like to gain more practical knowledge about publishing open data in line with the Open Data Technical Framework:

  • Preparing and publishing open data: how to carry out a data audit and use of the Data Audit Tool
  • Creating an Open Data Publication Plan
  • Uploading data to www.data.gov.ie
  • Application of the Open Data Technical Framework - including open data licences, recommended formats, metadata schema, recommended data standards, recommended Unique Resource Identifiers (URIs) and open data catalogues

Duration: Full-day (9.30am for 9.45am - 4.00pm, with optional Q&A session 4pm - 5pm)

Data Analytics & Visualisation (Introductory Level) - User Group Training

You will understand how to perform simple visualisations and analytics to engage users and glean practical insight.  This will include:

  • Understanding data science/ analytics methodologies
  • The theory and techniques of data visualisations

  • Application to your own data and problems

Data Analytics & Visualisation (Advanced Level) - User Group Training

This course is aimed at those looking to truly maximise the value of their data with advanced analytics.  The course will cover:

  • Data science techniques and when to apply them to achieve maximum benefit
  • The analysis and visualisation of big data
  • Use of advanced tools
  • Working through your own data problems to create meaningful analytics and visualisations

Anonymisation - User Group Training

Going beyond open data basics, this workshop will help us safely publish open data that may have included personal data at some point

Anonymisation enables data to be published without breaching data protection principles through de-personalisation and/ or aggregation.  The course will cover:

  • Principles and techiques of anonymisation
  • How open data works with GDPR
  • Sample exercises

Introduction to Linked Data - Broad Training

Linked data describes a recommended best practice for exposing, sharing and connecting pieces of data, information and knowledge on the Semantic Web using Unique Resource Identifiers (URIs) and the Resource Description Framework (RDF).

The training will teach these techniques and when they offer best value.

Duration: Half Day (9.30am for 9.45am - 12.30pm, with optional Q&A session 12.30pm - 1pm)

Why is open data so important?

Open Data has been identified as a fundamental resource for governments, business and civil society. The positive impacts of open data are wide ranging and cover political, social and economic spheres. These can range from improving transparency and efficiency of government, potential for business innovation and a vast array of social and personal benefits.

Between 2016 and 2020 the cumulative direct market size for the EU 28+ is estimated at €325bn with some 25,000 jobs directly related to open data being created. For Ireland this direct market size is estimated at €966m and potential cost savings on government expenditure are estimated at €20m together with an estimate of around 1,000 open data related jobs.
